The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Don't know if any "offical" rules, but my opinion = take it. If a player is pushing the limits that much, he deserves to be taken out. Or extract a tech or gold out of him.
This game is supposed to mirror real history & undefended real cities in real history were wiped out. At the very least, pillaged & all the women raped... ah-h-h-h, those were the days!

The early game is balancing defense and expansion.
If someone wants to risk leaving their city undefended so they can expand more, then it's just that - a risk. If you're not allowed to take an undefended city what stops anyone from having to garrison their cities until they've already built a ton of cities?
If they leave it open then take it if you want to. It's not as though the possibility of someone appearing and attacking isn't there at any time.

This kind of action has to police itself. Say, if you were in a tournament game- let's call it #1- and someone were to take your peaceful, undefended, recently hut-popped city for no good reason, they could eventually expect to find themselves in an accelerated production/elimination mode game playing as Portugal.
Actually, it's all just random (as far a Conqueror knows...)
