If we dust Abilene, what about dropping a city on the fortification near the choke point. It is far enough back to avoid conflicts with Vox and we can man it with enough stuff to hold it.
What have we built in NI? If nothing it could be abandon if we do not have enough troops to hold it as well.

Lego could have only gotten 5 tiles from Abilene with any Transports. There were no Transports in the city or within 2 tiles of it last turn.
