Maybe I missed this or I am missing something, but I do not recall seeing any mention of the Gov needing to be be turned on and off.

You will over ride the Gov if set to manage happiness. If don't set the gov back to manage happiness, the gov is likely to drop the new citizen on the lake. If it does then you do not get the 10 shields.
