There was only three or four units (mostly Red Army) in Kursk the last time I checked.

Fortifications to me are those big white blocks.
I believe the units along the Don are Fortified Positions and are different than Fortifications.
Two go to Kursk, one to Orel, one to Tula and two to Voroshilovgrad.
