We need to know whether the candidates are in favour of withdrawing into a defensive shell (i.e surrendering far-flung possessions), or maintaining an aggressive defence.

Citizens of the Mighty Apolytonian Democracy:
Today we face a crisis that threatens to split the glory of our entire empire.
Once, we dominated the world with armies of superClads, and today, we dominate the technology and scientific development of the entire planet.
Unlike the days of the past, our fiendish foes fear not our navy, nor our superb scientists. Rather, they mock our defenses and spite our accomplishments.
Where once they cringed cowardly in the sight of our navy, they now boast of their own strength, their own developments and their own accomplishments.
Our enlightened policy of pacifism has allowed them to thrive and prosper. However, our enemies have disdained our compassion, and claim the consummation of Alpha Centauri themselves.
Today we face a choice. How shall our great and prosperous empire respond to this audacious barbarian assault? As a pacifist, I prefer peace, over war, but what do we do when war finds us nonetheless? When war clamours at our gates, claiming our children, our women, our lands?
I propose that we abandon the formerly mongol city of Kazan to the hoards. Rather than defend an indefensible position, we should instead choose the battleground for control of an entire continent.
In Naples, we have fortified veteren Riflemen and a city wall. I propose that we allow the mongol hordes to claim victory though their day has not yet come. Let their pride overwhelm, and their calvary crash against the fortifications of Naples.
Then, let us strike with the sword rather than our proffered plowshares. Let us drive them to the sea and guard the sea, so that they may never threaten the people of apolyton.
Let us garrison our fringes, that we might preoccupy our enemies on our fortresses rather than exposing our softer parts.
Let us invest in our navy to guard our shipping lanes for the greater profit of Apolyton.
Today, you must decide your fate, and the fate of the entire empire of the Mighty Apolytonian Democracy.
May the Force be with you.

I come here today in the light of past events, hoping to turn the tide against our enemies. War has come to our gates, and we must deal with it. Clearly our past War Minister was capable of this, that is not in doubt. But is the City Planner indeed ready for such a post?
The Honorable Gentleman does have many good points, but as the saying goes, actions speak louder than words. He says that we should build fortresses, that we should withdraw our troops from Kazan, that we should rebuild the navy. But has he done anything during his reign as City Planner to improve the state of our military so that we might have avoided such necessities? Little, besides coming up with plans to raise funds when we should have already had the necessary troops to deal with our problems in Naples and Kazan.
We must not simply defend. Defense is not good enough. We must expel the Mongols and any other aggressive barbarians through our own enlightened moves, so that we may develop our chariot to the stars without interference. We must use offensive tactics in order to defeat the Mongols on our soil, and thus we must construct more troops. I also suggest that we move to Mobile Warfare as quickly as we can, so as to quickly counter any offense the Mongols or other civilizations may try.
We must not waver!
We must fight!
We must be victorius!

Unfortunately, it doesn't seem like our military is in good enough shape to "deal with the Celts," as you say. We're going to have to build up defenses and make sure they don't infringe on our territory.
