Mr. President elect, those will be temporary assignments till proper replacement is found. I'm sure you would agree that it's wiser to have someone acting as science minister than to have an empty post throughout the term.

I appreciate the offer. I will act swiftly upon election to fill the vacant positions (if not before ). And I will certainly keep in mind your willingness to help out with any vacant position.
