As can be read here the people are somewhat devided about this.
My final recommendation is to set sience to 0% just before researching Poly. In the meantime pop the 4/5 closest huts, if we dont find either Mon or Poly I leave it up to your discretion.
But please note that Poly from a hut would get us into Mon about 30 turns earlyer.
And there's always the chance to meet another civ and take it from them

The people don't want war yet, many believe we should wait until we discover monarchy, and it was almost unanimous in support of waiting for war until we find the enemies' cities. Trading as many techs as possible was also supported by votersComment
