if there is a non strategic ministry, one that does not involve moving units, discovering terrain or influencing other civs, I can take it.

lol, this isn't a good election for me to run in, i am on vacation in three weeks, during which time i will be in chicago visiting some poly folks then off to do some camping, then off to a spa (don't laugh)
