simple just do the math:

horse 1 has (9-1) votes to continue and 1 vote to change direction
horse 2 has (9-1) votes to continue and 1 vote to change direction
horse 3 has (9-2) votes to continue and 2 vote to change direction

don't think it's quite hard to understand the outcome

8vs1
7vs2

I know you can not be certain that the "go other way" options were combined with the 9-option, they could be separated but then the outcome would be 9vs1,9vs1 and 9vs2 ...
(and I know there were only 10 voters and some ppl's voting must have been quite strange )
