What it does is add anther pixel or two (unless you specify more) to the selection, so that what ever action you're performing on it won't have sharp edges and will "blend" in.
However it is often unwanted when working with small details or very sharp pics and also it leaves edges of the bg color if you want to cut off something.
That's why most programs can disable it and define the width oft he feathering effect.Comment
