1) they didnt know about it
2) they cant do anything about it
a new provider we use now offers the ability to select one-by-one the campaigns that you want to run instead of giving you a take-it-or-leave-it package....

wanna bet some people shall click on it , ......
anyway , the internet is like a car , when you park it you lock it also , so there are plenty of ( free) tools out there to protect a user , .....
as for the rest , a large part of responsability layes with the ISP 's , its easy for them to block it , ...... and as for gator , some have done so
