Dang. Have I told you that DoG is in a very dangerous position. When MW destroy it,
, it will be I told you so . Could we move the SL to Dog next turn then. With new road, scout patrol can leave GL and replace to SL in FT and SL can come as garrison in DoG.

Move unity rover into foil; move foil east (but exactly what route?)
Move mindworm northwesterly (alternatively, pop pod)
Hold garrisons/police where they are
Decisions:
What to produce in bases 1, 4 and 5? I cast the vote for a former at base 4, but no longer think that's the best strategy, favoring instead a scout (as another colony pod would put us over our bureaucracy limit prematurely). As we do not yet have social psych or any drone control beyond police, getting extra drones this soon could be bad.
Note that we cannot get a garrison to base #4 before it can build one itself.
Former action - I say road north from base #4, and solar panel east of base #2.
