    On the other hand it may be that he actually is that far away in military tech.
    Btw. I definitely like the fact that now the (maximum) teczh levels of the AI are displayed on the timeline (so that, for example, you can see that your enemy is among the Civs who only have reached teechs of "Industralization"-Level (while you are already at information age and some other AI civs have reached nuclear age)

    And if you denounce them for breaking their promise and after the necessary 5 turns wait declare a formal war, the warmonger penalty seems to be not much lower than, if you had decided to declare a surprise war on the spot

    Definitely ... regarrding the casus belli, there may b e something from a civic you unlock in industrial age, that gives you "colonial wars".
    It may be that it is a casus belli against civs who attack city states of which you are the suzerain.

    But even if it is the case, it comes quite late in the civic tree

      Units have no "sentry" command.

            I remember that the city naming feature also wasn't included in Civ V right from the start.
            Only came with one of the (first) patches

                Districts are either broken or designed very poorly. Specifically, the cost inflates to a ridiculous amount. Note the date and turn time and how bad it is already.

                  Civ 6 is receiving way more "ready to play out of the box" credit than it deserves. The critic ratings are absurdly high. It's like nobody played the game.

                        So do you get the feel that districts is the new way to fight ICS.
                        III had corruption
                        IV had city Maint
                        V had global happiness.
                        VI Districts ???

                        Are there any other concepts being used to fight ICS.
                        Because "heaven forbid' that winning the game through just building cities should ever be allowed

                          The cost of district buildings does NOT inflate. So you are better off building all your districts before the buildings inside of them... from a production cost standpoint.

                              Districts and barb activity. I turned off barbs and there's no obstacle to ICS in the early game... assuming you can avoid the AI attacking you. I managed to get up to 7 cities before building any military units. If barbs are off, it is easy to build a city somewhere and wait for ancient walls.
