word
In a dictionary:
1. (three or more) kilka
2. (separate) osobny, oddzielny, odrebny
This is bullsh!t. Nations didn't exist then. Kiev and Novgorod city-states were no more different than Sparta and Athens, for example.
So should we have a different civs for Sparta and Athens then, istead of Greece?

1) Greece is a small country, there was a proximity between Athens and Greece
2) Athens and Greece stayed under since Philip the Macedonian,
with proper autonomy, of course, and with a pause of XIII and XIV centuries
3. There are no separate Spartan and Athenian nations, languages or states today
Edit: there was a pause when Venitians controlled Morea for a while too
