The one thing I don't really like about this scenario, and maybe it was addressed in your new version, I'm downloading it now, but the Union doesn't have that big of an advantage, because most of their cities have 1 shield 1 commerce production due to corruption. Major cities like Chicago can't produce anything even with a courthouse and police station, just due to the massive amount of cities you have, and the distance from the capital. I'm getting 1532 gold from cities, -589 from corruption, and -700 from matenance, and then more for units. But like I said, I love the scenario, and we'll see what 1.04 does for it
Edit - I also noticed in your readme that it says you changed union trait from expansionist to commercial, but its still expansionist for me, is that a bug? And there was no steam power tech or coal on the map.

Not sure if these points have been raised before in other posts. The only hope that the South really had for victory was to dispirit the North early in the war and propel the northern Democrats to power. Or. Get international recognition from France and/or England. It would be interesting to see these factors brought into the game. Perhaps the Northern Democrat Party effect could be represented by a culture bonus for the south for fulfilling certain conditions. Also, it is unlikely in the extreme that the south ever dreamed of advancing as far as New York or Boston. They could live off the land, yes, but they could not hold enemy territory. Their invasions of the north were meant to intimidate and panic the north. Perhaps give the south *huge* culture victory points for occupying any northern territory. However, once the north gets the emancipation declaration in play, then the cultural and diplomatic strategies disappear for the south.

Trip, the guy does ulternate history stuff. In one of his books, south Africa goes back in time and gives the cofederates AK-47s, so as to keep slavery in America. I heard it was real good. Heh, by that token, Tom Clancy can write a book where Jack Ryan and John Clark use a time machine to go back in time and crush Mother Russia. Actually, I bet that would be a huge bestseller.
