Hey that's a good idea about the extremely high unit support; In my current experimental game, I am in the late ancient era, so it will be a little while before I reach Industrialization (the tech I currently have as allowing Social Democracy).
One thing I have discovered, is that it appears that if you make a govt "too strong" as the AI sees it, then all of the AI's like to switch to that govt, no matter their preferences. I had a "Theocracy" govt with 4/6/10 unit support and communal corr. in the Middle Ages, and all the AI's went to it. I had to nerf it a little.
Have you found this to be true? Or was it just some random quirk with all of them going to Theocracy?
