Well, I did it. It's not what I originally wanted, but what can you do, its only 800 wide. I usually don't use these aspects of the computer.
The story part was mostly for GTPoompt. I wanted to show him that just because you don't have tanks doesn't mean that early Industrial Age isn't as defensive as one thinks. Yes, certain units (riflemen & Infantry) do get strong. But that's why you get artillery also.

how much artillery do you use?
so i suppose when you're ready to take a city you make a SOD of cav + inf + art and attack?
It seems that you need lots of artillery to take all the defenders down to 1 hp.....
EDIT: or do you just mainly use infanty because they are equal with cavalry except speed and defense?
Also, do you ever use marines? (when you get them) I seem to use them a bit because the computer has little chance to defend against them. However, their cost is a little high and they are out of the tech pathway. (too bad paratroopers and advanced are in the same spot)

How many troops hold his cities?
If enemy is weaker, match artillery for every unit. If superior or equal, double him. Use Bombers first when you have them.
Never send in a marine if armor can do it better. Exceptions, no oil or island cities then Semper Fi.
Allow your troops flexibility. Know when to engage and when not too. When to move forward or when to pull back
To surrond enemy with lots of troops is far better then to mass your troops and hit like hammer.
Use armies to divert enemy or to take vital cities deep in enemy territory.

To surrond enemy with lots of troops is far better then to mass your troops and hit like hammer.
It seems like the computer always guards with at least 3 units in their larger cities. But usually i try to bring at least 6 or 7 to hopefully knock down the city size... but that usually never happens.
BTW, I played the game until 1070AD, peaceful builder style. Would you like to see it?

Some good looking screenies, Muad'Dib's, nice action there. Make 'em burn.
I picked up the Sumerian game - the 30BC save - to see what would happen, if it was played out peacefully. My goal was to build and to build only. I played it until 1070AD, so you can compare the results of different strategies. In this parallel universe, no wars occured, whether defensive or offensive. I'll play the game further, but probably not without wars anymore (the Dutch just don't want to stay peaceful and keep demanding ridiculous tributes).
General strategy
The Great Library worked very well for us. It put Sumeria technologically on par with the AIs. It also provided us with lots of cash, because we could cut research down to zero for a while. We did, however, research Republic and switched to it as fast as possible. Then it was a cash-rushing frenzy, to build up the lacking infrastructure. When it was done (which happened together with finishing many land improvements), techs came in 4 turns and AI civs still didn't catch us.
Land improvements
The place was badly underdeveloped in the year 30BC, so most cities immediately built Workers. After that it was often Granaries, to take full advantage of our skills in food production (Agricultural trait). Sumeria stopped training Workers when there were 26 of them (plus 2 or 3 slaves). Later the food-rich cities sent out Settlers to claim the northern territories. After improvements were done, some Workers went back to live in cities. Others were told to build Forts around the place, out of boredom... err... I mean... to make the country easier to defend, yes.
Research
For a while, Sumeria didn't conduct any research, because of the Great Library. Later we researched all technologies available without Education, then researched Education and Astronomy. Our engineers built the Knights Templar and Leonardo's Workshop. A Scientific Great Leader helped by Sun Tzu's Art of War. In 1070 AD we just started Copernicus' Observatory and Sistine Chapel (the second one as a prebuild).
Military
Not a single unit was built for more than half a millenium. The line of Enkidus seemed good enough to keep the Hitties away, plus we were at peaceful terms with everyone. After the rushing of infrastructure, however, many cities were switched to military training, because they had no other useful things to work on. In 1070AD Sumeria had a sizable and technologically advanced army, surely enough to fend off any possible threats.
Diplomacy
Established an Embassy and signed ROP with the Hitties, to send a Swordsman exploring through their territory. When he found other civs, put Embassies in their capitals, signed ROPs as well. Scouted around the continent with a Curragh and a Galley (both lost to accidents). Later sent two Knights to uncover the remaining territory. The Curragh crew met the Russians, who later provided us with contacts with the other continent. Established Embassies and signed ROPs with the other continent. Everyone likes us (or so they say ).
