If it's been altered to disallow VPs unless 50 turns get hit without a domination, it would make the game somewhat easier for the allies. Japan is even less likely to hit domination condition prior to the default game winning score than the allies.
But it would still make a lot of sense to make the Japanese pay as dearly as possible for every city they capture.
Yes, Inf is more important for all Dutch cities than Flak at this point.
On Malaysia, at this point, a better move for the UK than either the Dutch or US. (Because the UK still has the cities there.)
UK would also need to ensure they don't send too many units there, just a few to convence the Japs to send a lot of their units there instead of the islands leading to Australlia would be ideal.
