Very cool - as that is exactly what the Aztecs did - enslaved their neighbours. But they did just use them as sacrifices rather than workers, so I guess that means the RP thing to do would be to add them to your citites and pop-rush galore....

Road for slave: 6 turns
Makes a certain amount of sense. I'd always wondered why industrious civs got more out of their slaves...
But it is another hit on the industrious trait.

Are you sure about the Man o War converting naval ships into Man o War? It doesn't make much sense at all.
