I imagine that'll be tough to do well. Look what's on offer in the pink range for Civ2's palette.
Catfish, that looks a bit too blurry. The purple shouldn't be anti-aliased.
Downgrading steps:
1. Select the witch. I think drawing a square and then ctrl-clicking with the magic wand in the purple will do it.
2. Load the Civ2 palette.
3. Resize the witch.
4. Copy and paste into an existing blank traditional tile.

What are you gibbering about, man? The first witch is a bitmap for ToT with no anti-aliasing. The second witch is a gif with the Civ2 palette loaded, also with no anti-aliasing. Proof that people don't read my tutorials (Edit: a reference to a comment in another thread).
Edit: Just a comment about resizing graphics; you really shouldn't resize in 8-bit colour. Increase to 24-bit and then load the Civ2 palette later. In the witch example, I didn't use Resize, instead I sliced pieces off the original, so anti-aliasing wasn't an issue. Unit selection and anti-aliasing removal can be achieved much more efficiently using scripts.
I haven't tried it out, myself, but I figure it will look like a smaller version of the one in the screenshot, above. I'm also unfamiliar with the character, so I hope it fits the bill.
And what's that? BTW, I had a look at it in-game and decided the shadow needed tweaking (Re-uploaded it - although I still see the old one - must be my cache).

I remembered this request and thought I'd see how badly it would turn out. I casually replaced the colours in her dress with shades of the available fleshy pink, using PSP's Color Replacer tool. As a result I also had to change her skin colour from pink to tan. It looks a bit nasty. The level of shading has been reduced considerably.
Okay, since at least Academia liked this one I'm gonna post a unit-modification for the first time. I used one of Curt Sibling's units from Bitterfrost. It's supposed to be Sauron or Morgoth (whatever you want).
