Visiting foriegner steps into power vaccuum!
General H Tower accepts control of the Russian nation.
Invited to inspect Russian Army tactics and equipment earlier in the year, before hostilities broke out. General H Tower was caught in Kiev when all government of any kind broke down, he was a mere spectator of the war which has decimated the country. After Nicholas stepped down and fled into exile, the military in and around Kiev was without leadership, and asked the General to take command. The General accepted their offer, and sent out courriers to the remaining army groups and all cities to notify the populace that a new leader had emerged. After Tower had received support from several wide spread units and the few cities with a government remaining, he approached the german high command and agreed to an immediate ceasefire with a treaty to be negotiated soon.
The General has his work cut out for him however, not all military units have been willing to accept orders, several officers of his majesty's imperial army have declared themselves ruler and have turned back all emissaries of the General. There have even been confused reports of units vowing to fight on against the Germans, following the czars last orders. Gen. Tower remains confident that he will bring the renegade military units in line. "I'm worried that so many cities of this once great nation have not even the most basic form of government to protect our citizens," he was reported to say at his first staff meeting. For the moment the General can be reached by foriegn dignitaries at the 1st National Bank in Kiev which is housing the new government temporarily. It is strongly suggested that visitors come with a well trained security detachment as the city has not yet been restored to order.

Russian military units have abandoned their blocking positions along the Moscow-Warsaw railroad in the hopes that German troops will begin to withdraw. The last remnants of the great army which captured Berlin are moving out of german territory as fast as possible across the countryside, avoiding german rail lines. All withdrawn units are attempting to restore order throughout the nation. As the russian people begin to prepare for the new reality of life after the Czar.
