I've noticed an interesting twist on the barbarian cities (not) building units phenomena. After a little experimentation I found that cities seem more likely to build units if they were actually physically captured by a barbarian unit rather than simply having ownership transferred to them with civcity, however this isn't an absolute rule.
When I made the new map something interesting happened. On a completely new map the same general regions were the ones to build the barbarian units (even past the supposed ceiling) as on the old map. Specifically Crete and the Cyclades. Perhaps there is some connection that causes the barb AI to only want to build units on small land masses?
Also I've been looking for a more in-depth explanation as to what exactly @INITIAL_SETTINGS does and how it works... does anybody know?
