I suppose it's too late to suggest multiple maps? A Dr Who scenario is just crying out for different planet settings with the TARDIS as map portal.
As for other units - you have the Cybermen, the Master and Brigadier, right? How about the Sea People and those fellas in the black space suits with heads shaped like eggs What the hell were they called now? Ooh, what about John Pertwee's crappy old car and that silvery flying thing he had. Forget the name of that as well....
There will be a city map, a Skaro map, a flying saucer map and TARDIS map.
Each will be up for capture by any of the factions.
Some civs will be able to send units from map to map early,
but research will have to be done to get units that can get
a foothold in each map.
This should present a fun series of conquests, I hope...!
The Master was not originally in it...But you have given me
a cool idea...!
The Daleks have two fations, and it would be cool to give
the Doctor a rival faction, and who better than the goatee-
bearded one himself!?! The SeaDevils and egg-head Sontarans
would be brilliant to use as his minions also!
And Pertwee's 'bessie' would be great for the city map!
PS
Fairline if you are up for creating any Who
creatures/items, I would be uber-delighted!
I know you are a busy man at the moment,
but if you get the time, please do!

Ooh I'd love to Must finish the last few units for EA (hopefully this week) then I'll have a go at some eggy-headed Sontarans, if that's OK with you.
Whatever units take your fancy, and there is no rush at all...!

Although i don't even know who the hell this ''Doctor who'' is,
i truly believe this will be a blast.
It even offers itself for great multiplayer experiences."Military training has three purposes: 1)To save ourselves from becoming subjects to others, 2)to win for our own city a possition of leadership, exercised for the benefit of others and 3)to exercise the rule of a master over those who deserve to be treated as slaves."-Aristotle, The Politics, Book VII
All those who want to die, follow me!
Last words of Emperor Constantine XII Palaiologos, before charging the Turkish hordes, on the 29th of May 1453AD.

I don't even like Doctor Who, but now I've got to get my hands on a copy of Test of Time.

@Joeb:
The Davros unit is a tweak-job from a Catfish base, with Fairline elements.
@Duke:
This is what I am planning to do, to give each faction a fair crack
of the whip. Davros has some nifty gadgets at his disposal, but these
can be countered by other civs. The Skaro Daleks, the Master and the
Doctor factions all will have some advantages, but nothing unbalancing.
Factions will all be placed so that there is no proplematic conflicts at
the start...Unless you play as the Daleks, because conflict is their mission!
Basically, each playable civ will have the same chance to cause chaos.
PS
Here are the first three incarnations of the Time Lord!
Hartnell, Troughton and Pertwee prototypes...

Heh!
I also hope to help give CIV2 a little boost as the world gets conquered by CIV4!

While I get the maps together, take a look at this site that
shows some of the totally bizarre Dr Who merchandise...!
Who mania swept the UK in the 1960s, and this site features
many of the odd items that became available... It gives an
idea how much of a cultural icon the Daleks are in the UK...
...And also how barmy we Brits are!!!
