Well I have two settler units that can build saloons and terrain improvements. The Laborer and the initial 'Settler For Founding The Saloons'. If for some reason I have too many units for the slots I'll combine the two.
As for "settlers" coming into the valley, as people were want to do when seeking their fortune in the Black Hills, I have another unit that will have no attack or defense (or "settling" capability), belonging to the Sioux (Nature is another Civ which governs the mountain and impassable units) that will appear through events. This unit can be bribed and disbanded in the saloons to generate shields (high build price = high disbanding bonus) for production. The main job of the prostitutes is to "bribe" these units so that a player can gain money (aka. business/commerce) through new settlers entering the valley.
As for the Drunk and Undertaker, how could I use them? Scouting units? Caravans? Let me know your thoughts.
To be honest, I have no idea. I was really just thinking of what type of characters I'd expect to find in a Western, and hoping you'd suddenly think up some brilliant use for them.
Well, the drunks could either just be "military" units (somewhat like the Irish Boxer?), or maybe barbarian units created by events that rampage through town occasionally (though that wasn't quite the thing you were asking help for).
Woohoo! 7 more unit spots to go. Terrain1.gif is nearly finished as I have three more terrain tiles to make. Icons.gif is almost done except for the Wonders Icons. Cities.gif still has some three more cities to fill, but I'll make that up. The text files ar 30% of the way there too. Slow and steady it's getting done.
