What about having France control Athens, Irakialion to Britian, but giving Istanbul to Italy/Germany, Ankara to the Soviet Union, and Smyra to America?

Japan is not neutral but has an alliance with you. This would not be acceptable to us. Both cities to the USA would be acceptable for the axis if all involved nations agree.

What about this: Athens and Crete go to the US and like in Denmark they put only one unit in the cities.

Japan is not involved in European Affairs.

What about Istanbul goes to America and Athens goes to Japan?
