Everything is set for the Anschluss to go relatively peaceful ahead in game terms, as long as foreign human players doesn't intervene. Apart from that this is an open season scenario (MP), so other AI's/countries will not declare war on you for capturing Neutral cities. Read Stalin II's post about the subject, he has uderstood it :

I know that neutrals are barbarians, I just want to know how the people on apolyton think about historical accuracy and if england and france attack me should I take Warszwa or Prague or Amsterdam

Well, as far as France is concerned, it will not go to war unless directly threatened. France understands that Germany has some issues with the Versaille Treaty and will try to comply to Germany's requests, if brought before the League Of Nations in a diplomatic and civilised matter.
