Umm, Arabia, by option 4, you mean option 2, but you want it like this:

This is a little better for America, because now America has the fierce Japanese warriors to back them up, although they are a little far away . But this is MUCH better for India because now they have Arabia and Egypt in their neck of the woods to protect them from the inevitable unstoppable Ottoman Blitzkrieg. But seriously this is way better.

I think it is a good idea to look at the true Military strength and Technological advancement of the Alliances. So I will exclude the civs that are Pacifist (and therefore wont be doing much fighting for the alliance) as well as the Civs that are too small to make much of a difference. So here is the REAL military picture.

Now to discuss the Tech situation on the Alliances. The teams that can contribute techwise are:

Obviously Inca is the most Advanced, followed by Vikings. After that its probably Neandor, then Arabia. So again, this is fine, but this deck is obviously stacked in Axis favor heavily so... yea. Game on.

That leaves Arabia pretty isolated I think Arabia is having buyers remorce with Axis and just wants to be back with Russia. But then Axis has no Oil (again) and that starts whine-o-rama back up.

Structuring forced alliances is going to be challenging, because everyone needs oil right? That means everyone needs a teammate that has Combustion, WITH an Oil resource. Unfortunately thats only Viking, Arabia, and Inca, and only Arabia and Inca have an Oil resource. Any Ideas on how to solve that problem?

Or we could just forget it and let the Communists go without, whatevers, but again, I dont want to hear a peep of complaining.

About rankings, I wont go in much details, but I see clear jokes here:

The last time I checked, Viking had 1500 (no joking) GPT income, England had like 1100-1200, while Russia had 950. England's army is stronger than Krasnaia Armia. Viking's army I am not sure, but it is not weak by any means - Viking have 15-20 destroyers - just as much as England. For comparison - Turkey have 6, Russia - 2. And both England and Viking have more of the advanced military technologies than Russia. Giving England 8 and Viking 5 can be argued.

Japan cant be any stronger than France at the moment. India getting 2? When they have 20 infantries? Russia have 40 and is rated 10! Also dont forget the potential, which the Chinese cities will give India. Also, I think India is warlike and skilled in the war - this counts Inca having 8? With bombers, fighters, carriers and destroyers?

Give Viking 7, India 3, America 3 and I can take the rating as a whole.

few things to clarify:
Vikings income came from at least two other nations sending gold to them.
India has no infantries, that's the Arabian army
Russia has about 1000 hammer production per turn, Arabia has 150 figure..

Ofc I have no intention joining to Russia or England, the problem is that the Axis now is relatively strong, but they lack in science. They will have hard time to get airforce, tanks, mechinf.. if ever.
Russia is behind in science because they are researching obsolete techs and collecting money on upgrades. Once they really start researching they will catch up fast
