Yes, he said that, but that doesn't mean that we have to do it like that.
He's in a war and not all terms of peace have been met, so the war is real.

I'm willing to give his password to someone else who then can sub for him. India, something for you?

I can sub for him if thats what you are asking, but I only log in to accept the peace and end his turns, nothing more.

(Not appropriate for me to comment I think, but to say that the peace treaty was offered as agreed two turns ago, and since England hasn't logged in since then, it should I think still be waiting to pop up as soon as England logs in.)
