    Once again we ask you to return Martius McFly. The Celtic people sense a great tension between our nations over this. The fortification of the hill to the south of the Great Celtic City is definitely causing a stir in the lands. We ask you to accept the offer put out there by the Meduian nations to discuss matters on the continent, including the capture of Mr. McFly and these troops stationed within our cultural borders.

      Greetings, fellow rulers,

      I have met King Xristo of Portugal recently, and we discussed our New Portugal policy together. We have come to the following agreement :

      1 - The Piercian Empire and the Kingdom of Portugal share their geographical knowledge of the world.
      2 - The Southern Part of New Portugal, beginning at the small landbridge in the South of current portuguese colonies and ending at the eternal ice is from now on to be called " Nel'Per " (or New Piercia).
      3 - The Kingdom of Portugal will assist the Piercian Empire logistically and militarily in settling Nel'per.
      4 - The Piercian Empire grants the Kingdom of Portugal prioritary and free access to any strategic ressource that may be found at least twice within the Piercian Empire and may not be found at all within the Kingdom of Portugal.
      5 - The Kingdom of Portugal will establish the first piercian colony at the northern extremity of Nel'Per within 10 periods.

      I hereby demand all nations to acknowledge the reciept of this message and to recognize my claim of Nel'Per to be legal and undisputable.

        Honorable Orestes,

        The Empire of Korea sees no man more fit, and more prepared, to lead this organization than yourself.

        Korea nominates Orestes as Secretary to continue his duties and become Secretary General of the Anti-Emancipation treaty. I move that Orestes be named, without vote, by unanimous decision pending any public disagreements. Clearly the votes so far have been in his favor, what need is there to waste time with show-elections?

        Furthermore Korea will cease all health trades in protest against the Mayan policy of emancipation, although we are quite sure none exist at the moment.

          Friends of Korea;

          While we are happy that Piercia has joined the nations that shall inhabit the land of New Portugal, and we are further delighted that the generous Portugese have seen fit to extend their generosity to yet another nation in need of help, we can not help but worry that this Piercian grant conflicts with that of Korea.

          We have the Portugese/Korean agreement in our files, and will not make them public at this point in time (for fear of this message being intercepted en route) however we can state that Portugal has offered and agreed to allow Korea approximately six city locations in and around the territory Aun'O Es'Ther Per'Hyl has lineated as her own.

          We may be mistaken of course, but kindly ask that Portugal make map of the continent (this can be done in game if you just select the terrain only option) and lineate precisely the claims and alotment of both Korea and Portugal. This map can be made public, or if you'd rather show Portugese territory as well to get a better grasp of the situation you may send it privately as well. It would be greatly appreciated.

              Sad scenes on on the streets of Novgorod. My beloved Uncle and supreme leader of the Slavic people has died. The desolation and despair upon the faces of the children their faces red with tears was a tragedy to behold. As I am sure you all know my Uncle was a gentle, loving and giving man. He shirked no labour in his quest to serve his people and bring them the security and welfare so craved for by the peaceful and peace-loving Slavs. I fear his heart could beat no longer for all the love that had poured forth from it. I have declared 30 days of national mourning and decreed that every man, woman and child should shave their hair and rub hot embers into their skin to assuage their misery.

              I have now to pick up this great man's mantle and seek to carry foward his vision into the future. Poor shadow of his greatness I may be but I will not shrink from the challenges that lie ahead. We are but a poor nation however the spirit within Mother Russia is an unbreakable one. I have studied his diaries and I am shocked that not every world leader loved my Uncle as he did them! I will need to study further but I fear that in his innocence my Uncle could not believe that others were unlike him and sought to lie and enter in to devious conspiracies to cause harm unto Russia. We shall see!

              • Great rulers of Sparta, Portugal, Piercia, Korea, Japan and the Maya,

                I have heard of all the recent arguments and claims and counter claims about territory. Some of you are my dear friends, and I aplaud the desire of some to ensure that the weak in this world have land to expand into.

                However, I have grave doubts as to the way in which these conversations are going forward.

                The only principle which can work in relation to land, which seemed well accepted in times gone by, is that no land is owned by anyone which is outside of a city borders. People cannot claim land just because they wish to, and nor can they claim the right to assign empty land to anyone else.

                Of course, countries can agree with other countries about where they will or will not settle - Rome has had many such agreements with its neighbours - but they are not binding on anyone else. And of course, any civilised nation would talk to another nation if they were planning on settling near their borders, as Rome itself always does. However, the princple has to be land outside of a nations borders is unclaimed, until someone settles it.

                Let me be clear. I have no immediate plans to settle land overseas - this statement is not motivated by self-interest. I recognise many of you as my friends. But, allow this statement from an old man soon to depart from this world - you cannot claim land which is empty. No good will come of it.

                    I salute Orestes as the leader and founder of this treaty who has brought us this far so well.

                    I declare that I will vote for Orestes to be the next General Secretary. At this point in our existance the continuity is right, and Orestes has proven himself skilled and faithful.

                    However, I think that Orestes is right to put himself forward for a free, secret, vote. It is right that our treaty establishes itself as a fair, just, organisation of equals from the beginning.

                    So Hail Orestes, friend of justice, humble king. Bring on the vote, and I look forward to hailing you as the first elected general secretary.

                      Khmer stated this principle long ago and agrees with Rome.

                      I don't think that all of Southern New Portugal, which is totally unsettled, should be handed out by the Portuguese as a legal agreement. Consultation on city sites and immediate plans is fine but not wholesale ownership. Sparta already tried that

                      That being said Khmer supports Percian efforts to colonise; but Spain may think otherwise? It's not far West of Spain.

                        It is good to see Portugal following the ancient lead of ther Khmer

                        Incidentally, Khmer cultured a city for the Celts but when it was transferred it shrank again. Does Portugal have any advise on this matter?

                          I condolence you with the loss of the Great Ruler of Russia, the late Joseph Stalin!
                          Sparta has enjoyed the progression Russia has made under the reign of your uncle.
                          After Sparta tried to help Russia during their deepest days of troubles, the rise of Stalin was the best that could happen to Russia.

                          I hope that the relations Sparta and Russia had during the rule of your uncle will continue during yours. I will continue to live up to all deals Sparta has made with Joseph Stalin and hope that you'll do likewise.

                          Good luck and wisdom for the length of your rule and for all of Russia!

                            Debates have started regarding the legality of claimed colonies that are not settled yet.
                            Let me make my position clear. Sparta has never claimed any colonies for itself before it had settled these. The deserts east of Korea were only claimed after they were settled. We did indeed not discuss this claim with the Koreans since we did not know about any Korean claim on these deserts.
                            When the Koreans asked us about our intentions, we immediately shared our goals with the Koreans, about settling the desert. They have approved our intentions.
                            We have never made any promises to Korea regarding a chance of power in this desert in any possible future.

                            The Gobi Deserts are now Spartan, after being unsettled for thousands of years.
                            The desert was under control of countless hordes of barbarians. Our knights have killed about all barbarians as we speak.
                            Therefore we live up to the standards as being raised by Rome and the Khmer: We have not claimed it before we settled it. Therefore I hope that the Romans and the Khmer, according to their own statements, are willing to recognize the Gobi Desert being Spartan.

                            Now regarding New Sparta.
                            Let it be clear that this landmass was named "New Sparta" by the Khmer, not by the Spartans themselves.
                            We have indeed claimed this land, in name of the Koreans and the Japanese.
                            I do understand the concerns of the Romans and the Khmer.
                            Let is just be clear, Sparta's claim is not a claim for Sparta itself.
                            It's a promise to any nation that settles New Sparta at cost of the Koreans, Japanese, and alike nations, will face Spartan armies.

                            We have promised our friends that this landmass can be inhabited by their settlers.
                            We may look for room for other nations, if they ask us in advance, then the court of the Continent can look for room.

                            But if nations settle it without any notice in advance, we will certainly strike against them. We owe it to our friends to defend their properties.
                            Once again, not to serve ourselves, but to serve our friends.

                            Lastly, New Sparta has indeed been settled by Sparta first, not by the Mayans.
                            I am currently considering keeping this settlement at least till all problems regarding New Sparta have been dealt with. A Spartan presence on New Sparta is needed to avoid problems with the ownership of this continent in the future. I will not expand our territories beyond this settlement.

                            I hope that I have made the position of Sparta clear.

                              Although we have heard nothing from you, our citizens feel much more at ease now that your troops are not scouting from the hilltop. Your troops are welcome in our lands provided we have knowledge of their appearance.
