it seems two tech for three is model set by big civs of far away.
japan is a behind civ and so is celt. khmer consider gifting tech and giving two tech for only one voucher but now it need compete with portugal.
can nation at hastings discuss quick please as khmer wish generosity but must not fall behind far lands.
it important for behind nation to take care in negotiates.
