      This sounds interesting and realistic. It just has one problem. It has far more bookkeeping than the Voucher system. The voucher system is simple since it is a long standing diplo rule that every tech trade needs to be revealed in story sooner or later. Also as long as we had a organiser in HOTW12 the list of all tech trades where edited into the first post of the organisation thread.

      In the real world we see that the spread of knowledge was very limited for most of history.
      We can not mimick the natural laws of history that brought about these patterns, but like civ does with mimicking history, we can make rules that while not realistic can produce realsitic results.

      • actually there was a lot of knowledge spreading in ancient history and later. not to mention reverse engineering.

        regardless, I believe it would certainly be good to have the 10 tech trade limitation. and the voucher system gives it flexibility. I am all for it. If there are any who still are unsure of how this works, I'll gladly explain it.

        • the only bookkeeping required is as follows.

          * every time you trade away a tech you notch it down as one trade.
          * every time you bargain away a trade right, notch it down as one trade.
          * when you reach 10, you don't have any more tech trades to make and no more trade rights to bargain away.

          if we decide to award additional tech trades to weak civs (not a bad idea) we should since we have 2 hemispheres, have 2 votable extra trade rights. (just watch out for inflation) one on each continent.

            This is true but there are other glaring examples of how civs failed to obtain knowledge.

                1. Difficulty level. Personally, I like a higher difficulty level in multiplayer games. It increases the importance of health and happy resorces, and thus increases the importance of trade (and thus diplomacy). I think traditionally we go with the default noble setting, although I wouldn't mind setting it a bit higher, say, monarch.

                2. I vote for standard barbs. Makes for some interesting early game conflict, while not causing early civ extinctions (usually).

                3. Events on! Makes for good story fodder.

                4. Victory conditions... I would say all except "time".
                Agreed on 2 - 4. One question about difficulty. How does difficulty affect the game if there is no AI players?

                • Basically it means that the human players get less advantages the higher up the level. The higher the level means the higher the research cost is also. It makes the happiness and health limts lower as the level gets higher. I think you can find this in one of the XML files.

                          • in that case I insist that every player puts some self-control on the table.
                            Will never work. Never. How do I know what self control is? Is self control tradeing 15 techs the whole game, or 25? Every time I see someone with a higher score I will assume they have applied less self control then myself... time to even the score!

                            Putting a cap on it is basicly drawing the line on what self control is. Without spelling it out, don't expect any self restraint.

                            The same goes with the "double move" exploit. Without spelling out a specific rule there will come a time when someone gets screwed by a double move and the accused offender pleads that he didn't do it intentially. This WILL happen. The solution is again to spell out for everyone what the "self control" is.

                            Therefore I would like to put the following rule on the table for voting. EIGHT HOUR RULE: If you find yourself the last to play a turn (thus causing it to flip) you cannot declair war or attack a unit for 8 hours after ending that turn.

                            • here's an idea. if teching is slower on Monarch, then we can play Monarch difficulty on normal speed. that would drag everything out more wouldn't it?

                                That, by itself, will not resolve the double move problem.

                                A player does not need to be the turn ending player to capitalize on a double move.
