Well looking it historically - much more civs have agreed to the demands by the attacking nation, I do not know of a single civ which have been presented with a peace deal and not signed it - but rather continue of lossing its population and infrastructure.
I would have signed peace with the Dutch for 750. (though I would obviously have tried to pull SP out of it)
My problem was with the Romans, who signed peace with me and got education for it.
Remember that I didn't lose all those cities b/c of the Dutch, but because of the Romans.
I would've re-gained Hawaii within 2 turns, but you gave it to the Romans, whom I couldn't attack because of 10 turns peace deal, and who filled the city with armies.
You could continue to invade my other cities with your 3 units because the romans protected Hawaii. I could re-take the cities you took from me one by one, and you just retreated and took the next city. (which is all by itself a very good strategy foor little troops)
If Rome wouldn't had taken Hawaii, you couldn't have invaded my other cities, since I would've destroyed your other troops in Hawaii within the next turn.
Not to mention that I never saw these attacks coming. I didn't want to discuss peace b/c of your invasion. I didn't even saw it coming. I knew about your troops, but after my peace deal with Rome I didn't fear it.
I wanted to sign peace because Germany went AI, and therefor the Jihad just had no point anymore. We needed Germany for the Jihad.
I was the spiritual force behind the Jihad, converting many cities within a short time period. (all cities of America, Portugal, Germany and most of Russia, together with England).
My defense wasn't really good indeed.
But the Jihad was lame since the German leg was gone.
You could continue the war in the north while I couldn't continue it in the south (b/c of Germany).
B/c the Germany being AI wasn't an IC reason I grabbed the "Romans betrayed their own peace" thing. Why would I trust nations with which I just had signed peace and who betrayed me once again?
I had a very good in-game reason to not sign peace that easily.
Not to mention that my war machine was on full-scale already and I would be able to drive you guys out easy within 10 turns.
Then you razed Atlanta, you FORCED me to give all power to Ali and declare the Jihad upon the Dutch.
At that moment I still hoped that the Romans would live up to their peace agreement, which they did in the end. Therefor I just aimed my anger at the Dutch.
I honestly never expected you to keep on invading cities while discussing peace. The fact that you did that showed that you IC are a real bad guy, which was acknowledged by the rest of the world
I think the Americans underestimated the Dutch attacking capabilities and thus felt save and didn't want to sign peace which just costed 1500.
No, that wasn't the reason.
1. the germans went AI
2. the portugese wanted to stop the Jihad
3. nothing left for me, thus I wanted to sign peace.
After taking hawaii they were offered peace each time before another city was taken - of course i really liked CS's IC role - but the americans would have been much better off paying the money then lossing pop size and infrastrature - its called preservation.

In the past people have battled wars against the odds for decades, to finally win on the long term. Fighting for freedom!

i doubt it was a pure IC development, CS being a great story developer and this being a major change to the Americans world view
Like I said, it was more Germany becoming AI then the Dutch knocking on my door.
I never expected the Roman betrayal and didn't fear your few troops.
Not to mention that I always had the heavenly chariots ready to pick up Martin van Buren when time was right

CS i like you so i will give u a tip - the way u think may be ok vs an AI - but against humans it will get u in much trouble (last session showed it) Those 6 guys i send your way achieved their objective just perfectly - so it was never about holding a city or invading u. I actually was suprised how much i achieved with so little force.

Well because its all about IC - as you may know (i stated that clearly during the game) Dutch has become a democracy again and the military gov has fallen - so the real bad guys are not in power anymoreare a real bad guy, which was acknowledged by the rest of the world
So there will be a trial and send to america if they are requested.
Currently there are prosecuted for their war acts

Well the Dutch were the one who were declared war on - so even with a civilized gov, paying for any damages that may have been done to the declarer would be almost impossible and unresonable.civilized government will obviously pay for the damages the former government has done
We will have a story before next session - The Dutch government will also be very eager to know why did the Ethiopians never informed us about the American navy passing through their territoriesvia a good story about it -then I might be prepared to fully restore our relations
