For conquered techs the same counts as for researched techs.

    Thus:
    - If Russia already traded tech X twice he can't give it for peace anymore
    - If Russia gave tech x for peace he can only trade it once more
    - Russia can only give tech x for peace if he either researched it completely himself or he got it for peace from someone else AND if he didn't give/trade it twice already

    Did I forget any situation?
In the original example you posted you said that England got the tech from Russia for peace and then could trade it twice. So then does the counter reset? So England could get tech X from Russia in a war, and then Germany could get that same tech from England in a war, and then India could get that same tech off of Germany?

Should we meet earlier on Friday in order to test connectivity issues?

Toni: sure, come online as soon as possible (30 minutes in advance) if you can, the sooner we can start connecting the better! Those who really can't connect earlier can then easily connect last at 23:00 UTC.

        @Ozzy:
        No, no counter resets.
        - England gets it from Russia and can trade it twice
        - after that Russia can trade it one time less
        - If Germany conquers a city from England, and England really wants peace and gives that tech for it England can only trade it once after that. Germany can trade it twice.

So indeed, in a huge warfest game one tech can go to all civilizations through conquest. But that means that all civs should take a city at least from another civ and that other civ must surrender in despair and be willing to even give that precious tech in exchange. I think that'll never happen.

Patience, young Jedi. Whilst the force is powerful, you cannot expect it to do all your work for you

Oh, and the revision to the tech trading rules just makes it even more of a farce:
CIV X: "We've just decimated half your empire, give us that tech!"
CIV Y: "Sorry. No-can-do. We've already traded it away twice."
CIV X: "Ok. We'll go home now."

it simply means that the victor will have to demand some other compensation. a city, another tech or whatever. flexibility is the key here. starting a war just in order to conquer techs shouldnt be likely. and now they aren't. which is good.

The align=right is the key one I think.

Do exactly what I posted above. Except without the spaces on either end of the backets.
