Ozzy: that's why the compromis is in this case TORaCTPRETT, thus PRETT with the restrictions of TORaCT. But as I said in the other treath, I agree with you that PRETT forces neighbours to be allies.

I strongly discourage any rules that restrict the number of tech trading possible. It is virtually impossible to manage and moderate without complete cooperation, and we might not be able to attain this.
Ok, things are becoming unclear.
We must do 2 things:
1. decide if we use a tech-trade-rule, and if so: which rule
2. decide on a playtime
Regarding the tech-trade rule, we've said a lot, let's make a decision, please answer with yes or no to the following questions:
1. Do you agree with the TORaCTT rule (trade only researched and conquered techs twice), yes or no?
2. Can you play friday 23:00 - saturday 02:00 UTC
If majority to question #1 = yes, then we do it, if it's 'no' we must continue the discussions.
#2 is of course just a suggestion, we may expand on it later, first we must see if this timezone (which is more or less the same as HOTW5) is a good period. If you can't play that time please specify the time you can play MOST CLOSE to the suggested time.

I am no good very early in the morning. I've also wondered about the details for a pit boss game. I think I'd need some information about the connection. etc.
I don't think we had a problem before with trading tech you did yourself. The upset was from the period before, where everyone was trading everything.
As for PRETT, I think it might be a good addition. we're aiming for a sort of historical simulation and as mentioned certain natural rules regulate the real world, but some of these rules have been ignored in the game mechanics. techs dont jump continents (at least not in early times) they spreads from a point of origin (or several)
ozzy mentioned russia and france being allies in ww1. first of all that was mainly a military alliance, the french didnt really give much tech to the russians, and secondly that was in 1914, far later than what I would consider to be a natural expiration date for PRETT.
PRETT should expire when it no longer is relevant as some technology that reduces the distance factor, that we are trying to simulate by its implementation, is invented. for example railroad or astronomy or whatever we choose to agree on.
what I hoped PRETT would do would be to first of all limit tech trading overall. secondly to create regional tech disparages. now it is in itself somewhat insufficient for the sharp reduction in techwhoring that we wish to avoid which is why it could be combined with for example TORacTT. the rules would be very simple actually.
You could trade researched (conquered) techs with bordering civs up to 2 times per tech.
The distance restriction would expire for the civs that have invented the appropriate tech.
Are you sure it is really that awful oz? it is only there to add a slight touch of realism, I really believe that it is easy to follow and expires in midgame or slightly later depending on when we decide to put in the expiration point.
also, neighbours might choose to cooperate, but it may also have the opposite effect if they are less than friendly with eachother. with so many players regional politics will be more important than global ones, as it should be, especially in the early stages of the game. its just to add a little realism. china and rome were never allied in real world history because the distance was too vast in those times, it simply wasnt possible or beneficial. and I want to simulate that somehow.
anyway, I wish to hear your objections as I feel that PRETT might very well be worthwhile, but I dont want to force it on anyone, and I do feel that we can get some consensus for it if we discuss it a little.
