also, neighbours might choose to cooperate, but it may also have the opposite effect if they are less than friendly with eachother. with so many players regional politics will be more important than global ones, as it should be, especially in the early stages of the game. its just to add a little realism. china and rome were never allied in real world history because the distance was too vast in those times, it simply wasnt possible or beneficial. and I want to simulate that somehow.
How would it have the opposite effect? If you can only trade tech with 2 people, then you almost certainly are going to ally with them, or you are going to be left behind. Tech trading is way too important and critical in a game to not do it. Everyone will be allied with their neighbors, which I think would be kinda boring.
Having mixed alliances is more interesting, because there is more border conflict that way. If everyone is friendly with their neighbors then there is never any war. Then we just have a 5 month building game which gets tedious.
As for historical realism... no, China & Rome were never allied. But there were more than 12 countries on the planet. Rome had dozens of neighbors with which to ally and invade and make deals with. Lots of small tribes and empires and kingdoms. Obviously we don't have that, and there is no way we are gonna play with dozens and dozens of different people on a massive map. So we have to take regional politics and blow it up world wide. But anyways, the idea of developing tech and trading it to foreign powers is ahistorical anyways, so we just have to do what works in the game, cause it is just a game.
As for the questions....
1. Yes
2. Yes.

I think we shouldn't confuse 'real world' situations with game situations anyway. Of course we try to simulate a real world, but it's in the end only a game. Doing something because it happens in the real world is not an argument an sich imho.
I agree with Ozzy that PRETT limits your alliances to your neighbours. And if you only have 2 neighbours there's no choise at all.

You're assuming that you must have 2 allies. If you don't like your neighbours, you don't need to trade. In fact, you can still trade if you hate them, it's just likely to cost more.

As of now I can't play the friday time slot. And I've abandoned all interest in the now gay tech discussion, since it seems to just be a collection of players trying to find a style that covers their ass the best.
I'll update if my friday situation changes. But I'm already feeling all the real gaming getting sucked out of this thread.
i went on the assumption that it was a 4 hour game
Here is a list of available time blocks:
Friday 03:30 to 07:30 UTC - or later than 03:30
Saturday 17:00 to 05:00 UTC - 05:00 would be the last start time
Sunday 17:00 to 00:00 UTC - 00:00 would be the last start time
I hope i did it correctly
anyways mostly weekends for me - cause i work during the week and can't get in a 4 hour session of Civ and i can't promise to be home at a certain time every night.
On Friday night for me i would like to get some sleep - lol
so the last time block starting point would be 0:630 UTC
which is 11:30 to 3:30 in the am. - Even taht might be too late

Well thank you very much for that observation.
I try to sort things out and you now label that as "covering my ass".

I think that the man, or possibly, woman, is simple tired of seemingly useless arguing going on with no certain decision in sight.
I would support the idea that the host decide, and unless anyone has very radical disagreements, we go with it.
No disrespect is meant to either parties, but in all honesty, I think the amount of threads covering this game has gotten out of hand, and they have not really solved much other than the theory of possible times and possible rules.
I know I'm only criticizing, but I think in this situation, someone picks, and than we move on.
We have 9 votes for the TORaCTT tech trading rule.
6 yes, 2 no opinion, 1 no.
If one of the remaining votes goes to 'yes' or 'no opinion' we have a majority for TORaCTT and have that issue solved.
So far all players, except Frank and civil_obedience, can play on the proposed timeframe. I wait till all votes are in (I assume that Nolan can play that timezone as well).
I'll start new timezone votes soon, I think that works better then all giving our possible playtimes.
Please all pay attention to these votes! It is a pain, all this pre-game babling, but it needs to be done to get a good game started, and it only works if all participate. If you do not care about certain votes or rule discussions, please just state that you'll go witht he majority.

Just to get things moving, I'll be willing to compromise and go for the TORaCT rule if you drop the Twice bit.
