I've got a great idea for a possible brake on tech trading that wouldn't ban it completely.
Over in the CivFanatics forum there are several mods for new specialists. I've been doing some thinking on them a lot today, one is a great doctor, one is a great statesman and one is a great general.
Anyways, in the conversation around the Great Statesman, this was suggested as a possible function of it:
At this point at least this idea hasn't been implemented into his mod (but I bet it could if we leaned on him, or get his advice on doing it ourselves). But if the only way to trade tech would be the foundation of an embassy requiring a great statesman specialist, would that work for people? I'm certain that would slow things down a lot, but it wouldn't really stop it altogether. Plus it would be a nice role playing/realism aspect to it.A couple more ideas:
- Revamp the way diplomacy works basically requiring that you have an embassy in a foreign nation to do anything useful such as trade. The only way you could build an embassy is through the great statesman.

Technology trading would also require a certain level of scholastic development of a civilization, like having universities and an economic level, say markets or banks.
