Honestly if that is the only noticeable bug in 3.17, then there is no problems. I'm probably never going to use the no espionage feature anyways.
Civ IV is never ever going to be completely bug free but 3.13 had too many major issues that were impossible to overlook. 3.17 appears to fix these problems, on paper at least. I need to find some time to reinstall Civ IV + expansions and give this new patch a shot.

AAHZ, if you don't like it, don't use it. Surely, you don't care how other people play, do you? I'll never use that option. I like the way espionage adds to the game feel.No matter where you go, there you are. - Buckaroo Banzai

Got around to reinstalling Civ IV, BtS and the new patch. Haven't started a full game yet but everything seems to be running smoothly.
One minor thing I've noticed is that the Civilopedia in Next War Epic (once you started a game) only shows the Civs and leaders that are currently in the game so if you are playing random leaders you can cheat a tiny bit and see who you are up against.
Not a big deal just avoid looking at the Civ and leader section until you meet everybody.
