The Philippines should be an American vassal at the start of any historical "Road to WWII" scenario. The Commonwealth wasn't exactly allowed to have a foreign policy of its own.
Personally, for the sake of simplicity it might be better to just fold the Philippines as part of the US. US foreign policy at the time was basically the Philippine foreign policy, and the Philippine army was basically a force trained and equipped along American lines (albeit it was a poorly equipped one at that).
However, if the mod takes the Hearts of Iron approach and actually makes the Philippines a playable country (even under American vassalage) I'd be mighty grateful, and it'll be quite realistic too.

Dale, what Civs are present in the three WWII scenarios that will come with BTS? With a focus on a specific theater, these enable more detail in terms of Civ inclusion, so I would be thrilled to know what Civs made it into the game.

SO looking forward to this. Global WW2 were some of the best Civ2 scenarios (I'm recalling 2194 days)
Looking at the size what computer are you using for this? What do you recommend?
Also regarding UK, seeing that Canadad, india, and australia are not going to be part of the UK what are you going to give GB so it has great power status, special UBs or Wonders?

This suggestion could be seem as chauvinism, but thinking about Gibraltar, there are a lot of games that represent it with a lot of land territory. But after being a vital strategy point, It has just 6km2, just a rock moutain. Could you retire their frontier so it only cover the city and some water?Campeón 2006 Progressive Games
