    Greece

    Africa: (4)

    Ethiopia
    South Africa
    Belgan Congo
    Portugese colonies

    Asia: (6)

    India
    Saudi Arabia
    Syria
    Iran
    Afghanistan
    Thialand


    America's: (6)

    Canada
    Brazil
    Argentina
    Mexico
    Cental American states
    South American West coast states


    Pacific: (3)

    Australia
    New Zealand
    Dutch East Indies

    Thats 36 civs.

    Because of space limitations particularly in Europe You may want to combine some civs into one.

    e.g. Austria, Hungary and Romania. Yugoslavia and Greece.

    That will free up civs that can be used to represent any other neutrals not listed above.

    e.g. Ireland, Switzland (probably no space on the map - could represent it as a tile no one can enter) , Sweden etc.



    The colonial powers will also have there own cities on the map in the relevent places. Africa, Asia, Pacific etc. If not already included as a seperate civ.

      Apart from the main European agitators (Germany, Italy, Soviet Union, Britain, France) there ought to be

      Poland
      Yugoslavia
      Greece
      Turkey

      possibly also

      Netherlands
      Sweden
      Czechoslovakia
      Spain

      but not Austria (part of Germany) or Ukraine (part of Soviet Union)

      Further afield, then you would have to include

      Japan
      US
      China

      so you're already up to 12 even before you start on the second European list so there will have to be some "merging" going on

      eg Greater Romania
      Turkeystan
      Scandinavia
      Commonwealth
      Republic of South America

              Difference with Mexico and Brazil were that they were Axis-friendly and could've easily been a threat to the US.

                    Not at the start of 1936. Why start so early if you miss out on the early conflicts?

                    They were important trading partners, and many entered the war.

                            I would merge Canada and UK, frankly. There's not much a Canadian player could do except send a few units over to Europe, anyway. OTOH, Oz/NZ (which should be combined also) can be played if you want to do stuff with them in the Pacific.
