Yeah. I like either Minamoto Yoritomo or Oda Nobunaga, as either would be a strong, capable leader.

Tokugawa was not an emperor... he was a shogun / bakufu.
Emperors are believed to be divine and thus depicting them would be dishonourable.
Japan is a very modern nation, but is also has strong traditions and old customs. And those traditions are very different from western ones even though the huge tecnological advancements.
It is only one leader. It think it is not worth to exclude that many potential customers because of that.
I don't think Firaxis / Take2 would gain as many buyers with Meiji in as they would lose by not publishing the game in Japan.

Correct. But depicting A Shogun, Daimyo, or Warlord is not illegal, hence the inclusion of Tokugawa Ieyasu. And why it would be easy to include Oda Nobunaga or Minamoto Yoritomo.

Two of England's leaders were histically British leaders. Which Britain was founded by a Scotish king. So two of England's leaders were historically leaders of country founded by a Scot.
Celts is as inclusive a word as Africans. Not very applicable.
Africa has a large varity of of cutures, languages, and religons. Celts all followed a similar religon, spoke a similar religon, and common culture.
