Technically Nikolai is correct, though it is implied and I would be very surprised if this is available as a default SP feature.

A new option is to select any leader with any civilization. For example, Boudica of the Romans or Elizabeth of the Chinese.

I wouldn't. People already only play as the Romans, so why not only play as the Romans with Boudica? It won't change the game much in SP, you just have a domination victory faster.

It is not the case that people in SP only play with the Romans, nor that they only play for a domination victory. As to Boudica, do we know her characteristics yet?

I personally play whoever I feel like at the time, but according to more than one post here over the last couple years, there are a disproportionate number of players who do only play as the Romans, or rarely play any other civ. Otherwise I wouldn't have made the statement.
I almost never play the Romans (most often, random, or someone financial). The addition of new civs with their own units and buildings may change the Praetorians only view.

I am not much of a betting man, but it only makes sense to me that the any-leader/civ combo would be a feature in the SP Custom Game. One of the best things about Civ is the varieties of optional rules and features you can turn on and off to suit your particular play style.

Whether the variety "of optional rules and features you can turn on and off to suit your particular play style" is one of the best features, is a matter of opinion. It reminds me of the situation in a number of sports before the rules were codified. I yearn for a standard configuration which would be used for comparisons.
