Cost overruns - All military buildings, wonders & units end up costing more than their actual stated cost, and thus take longer to build (and you won't know how long).
It will also cost more gold that stated to complete.
(Hmmm. Cost overruns could apply to any sort of building. Not sure how to categorize that.)

Heh, now that we have a great wonder for Slovakia, we can lobby to get the Slovak civilization officially into the game. Who knows, such a move by Firaxis, might, though I highly doubt it, even increase the number of Slovak Civilization players to two!
