Rameses might only have 2 votes, but he is very good for culture victoies. I just won a culture victory with him at 1892. Spirtual helps building temples and you don't lose any culture in anarchy. Industrious helps with getting wonders.

Gandhi had my favorite traits in Vanilla, and now Ramses has them. So yea, I definitely have my eye on Ramses. But I haven't really developed a favorite yet, still need to play more.

Julius is better than Augustus. I'm able to support a huge empire conquered with my Praetorians, which is much better than +2 culture per city.

This poll is lacking the most powerful CIV.

His name is Huyana Capac of the Aztec.

With his financial + industrious.

He eats wonders...and with his UU units, he eats barbarians early on, and can be a real threat on small maps, as archery doesn't work against him.

I hope the poll can be updated to reflect this.

As for Hannibal, his UU unit sucks, it has little or no value as it cannot attack cities, and becomes just a showcase.
His traits are decent though, but he doesn't perform well in the late-game.

In real life, Stalin deported or killed thousands of Don and Uman cossacks in the Thirties. Many more defected to Hitler during the German invasion out of hatred of Stalin and his "brand" of communism.

However, it's a game; and shifting UU's would be too awkward. Catherine and Peter get Cossacks, (which makes a little more sense, historically, though I think Peter fought them too, ) so Stalin does also.
