I've got it. I clicked onto a group of bombers and was blasted by the noise. Irritating.

Notice how iMinvolume in "AS3D_UN_YAWN_VOX_LOW" is actually larger than iMaxvolume. Replace 75 with 50 or something, and the guy yawns as he should. (Wasn't a scratch, after all...)

Hadn't yet encountered this bug in game (fortunately), but tested it by starting a new one, going into world builder and placing a half a dozen SAM units around my city - and sure enough, the fidget -> horrible sound causal relationship was promptly observed!
Went into the XML file, edited it, and tried the same new game-> world builder -> instant fidgeting SAM army test. Result: problem corrected - my SAM's fidget quietly again!
One thing to add to Tattila's solution - I actually went into the Civ4 XML files to check the corresponding values for the yawn-sound in the vanilla game. The values were:
iMinVolume: 45
iMaxVolume: 70
So that's what I edited them to in the Warlords XML file.
Perhaps it would be a time for someone (mod or Tattila?) to start a new thread titled something like "SOUND BUG SOLVED", with this solution, and make it a sticky?
I just reported this to Firaxis - giving credit for the solution where credit was due of course: Tattila and the Apolyton forums!

But looking at the file... that "70" should actually be "100" for the iMaxvolume.

I've had this sound effect as well but never use SAM units at all (don't like them and have never found a need for them). What gives?
My modern armies are made up of tanks, artillery, marines and later mech inf/modern tanks.
I do use bombers, I don't use spies.
Also this distortion is murder on people using headphones :/No Fighting here, this is the war room!

There is a file that looks very similar to that one. Maybe check twice (I believe it was the second file down in the folder)?
