I think that, after Civ3, it was quite obvious to large parts of the community how to improve the game in the next release.
With a hypothetical Civ5, it's harder. You'd obviously want to preserve all the cool stuff from Civ4, while adding more, and yet changing enough so that it's indeed a new game and not an expansion released 5 years later.
Then again, it should be viewed as a positive thing. Civ4 set a very high bar for other strategy games to match now, what's so bad about that?

Less if you count SMAC or CtP, which were all an improvement. And I can tell you to shut up your CtP trolls preemeptively .
Just had a thought, it's now well over a year since I've only played Civ4, of Civ games. Quite an achievement. Previously, I would maybe play one of the games more, but still fire up others once in a while. CtP2 was my most played one for a while, but I'd still play a game of SMAC, CtP1 or Civ1 in a while. Now, nothing but Civ4 for over a year.

I think the biggest leap they could make is the one that is, for the forseeable future, impossible: AI.
There are gameplay mechanics that can be refined and bugs to get rid of but to "make a change" it's gonna have to be the AI or a different game.
I hope this is viewed in a positive light, I'm esentially saying I can't see anything that so sorely lacking that it warrents a new game. Civ IV is pretty good as is. The rest can be fixed with mods or patches or what-not.
The other Civ games needed a new game to distance themselves from the old. Civ IV doesn't need that... unless they make a new, different game.

SMAC was a minor improvement over the mechanics, with basically exactly the same game underneath it. CTP was a step backwards, of course. So 10 years is about right.
SMAC improved enough for mechanics. The combat model was better than Civ2, Social Engineering was far better, and SMAC had all of this uber-cool atmosphere and story. Of course, in the end, the SMAC AI was as pathetic as that of Civ2, so no real improvement there.
And I wouldn't expect you to get CtP . It was a somewhat different take on the game, not really a step backwards or forwards.

How was CtP an improvement over Civ2 if Civ3 wasn't?
