Confucianism is philosophical dogma which aims to readjust the views of a household or an entire kingdom in the name of improving it. That may sound like a religion to some of you, but it really isn't. If anything (and this would still be stretching it), Confucianism could've been a civic.
Zoroastrianism is a suitable early religion and can be justified both historically (Sassanid Persia) and culturally (influencing the first Abrahamic faiths and through Persia introducing the concept of Dharma to the near east).
