Actually I think Vikings should have something to replace the Lighthouse or the Harbour. The hill fort was technologically less advanced than a normal castle, so it would be a bit weird to have it as a special building.The problem with leadership is inevitably: Who will play God?

It wouldn't make sense really going that route. If the bonus is decent that having it in every city would be too unbalancing, if you tone down the bonus then it wouldn't be worth building it in every city.

I think the unique National Wonder makes more sense.
First, replacing buildings for each civ might get tedious. What unique building would the Malinese have? Or, for that matter, the Zulu (who will make a glorious come-back any day now...)?
Second, the unique national wonder makes it possible to put in many minor world wonders that don't necessarily warrant an in-game version (such as the Sphinx for Egypt or the Empire State Building for America).

But it's by no means the only option, India has a very rich cultural and architectural history. Another good option for India that I also considered would be a Mausoleum.
But I shouldn't say more, as I now know what the Unique Buildings in Warlords will actually be (or at least what's in the planning, nothing's final and I have a few things to say about the current selection )

Yeah I suppose gameplay-wise unique NWs make more sense, although the feature list says "unique building", not "unique NW", which implies they replace some ordinary building (the same way a "unique unit" replaces ordinary unit).The problem with leadership is inevitably: Who will play God?
