Pretty much anyone's guess, but it was noted a while ago that (among other things) there's Menes leaderhead art in the art asset folder (Assets/Art/Interface/Leaderheads), so that puts him one notch ahead of everyone else (esp. since there's Augustus art there as well).

As I said in the other thread, the guy is reminding me of Ramses from Civ1, and the fact that Stalin, another Civ1 guy, is included too in this XP makes me think this is Ramses.

It's going to be Ramses II or Menes, which one of the two is a toss-up.
The case for Menes: As Locutus said, prototype artwork and dialogue are included in the Civ 4 files. It appears that, given more time, he would have been the second Egyptian leader in vanilla Civ IV. Historically, he was the king who originally unified Egypt.
The case for Ramses II: He is, as has been said, the popular favorite. In the poll at Civ4.com asking for input on the expansion, he was the Egyptian leader listed, not Menes. Historically, he may have been the biblical pharoh mentinoed in Exodus.

So it looks like they went with the most popular selections (at least as far as can be seen), which would mean that the new civs are:
Vikings, Celts, Carthage, Babylon, Turkey, Mayans
and of course the four new leaders for civs already included we've already seen (Augustus, Stalin, Churchill, Ramses). Interesting that these were the most popular choices.
Pity Lincoln didn't make it. (At least as far as I can tell).

As a final note of interest, here is the thread where I revealed the artwork for the various unfinished civs and leaders that exist in the game files. One thing that was discovered was that the Alexander that exists in the game was originally intended to be Augustus! The original Alexander looked younger and more like the depictions of the historical Alexander.
There is some artwork for Augustus, Pericles, and Menes. The Sumerians had prototype artwork for Gilgamesh and a UU. They had their own finished flag too. I would not be surprised if they are in the XP since they were nearly completed by the time Civ IV was released. Or instead, perhaps the Babylonians will take over some of their artwork.
Looking through the game files reveals a lot of unused material, much of it hints at what may be to come in the first expansion pack. Leaderheads, flags, and even a possible new unit were found after a little digging. Of the leaderheads, Augustus and Menes seem to be most complete. They have...

You know, I think Augustus is probably the best choice they could have made. I think everyone will be happy with it. I don't know. The other day, when I opened up Apolyton News and saw Augustus's mug staring back at me, I nearly shouted for joy. And I wasn't even campaigning to get him in the game. Theorized Expansion Pack Stuff - An Expansion Called Warlords
New Leaders:
Rome - Augustus Caesar
Egypt - Ramses the Great
Russia - Josef Stalin
England - Winston Churchill
New Civs (Half the Civs and All Leaders Theorized):
Norsemen - Ragnar Lodbrok
Babylonians - Nebuchadnezzar
Carthaginians - Hannibal
Celts - Vercingetorix
Ottoman Turks - Suleiman the Magnificent
Mayans - Pacal
Since most of these civs/leaders were involved with extensive warfare, it would only make sense to me that the expansion is called Warlords.
