Well, there's more of an answer for you. Thamer is the Civ4 lead programmer for those who don't know.
And what he says is an important point. There's the QA group (which is from 2K and a separate thing from the beta-testers) which must approve a patch before it can be released. And of course, there is no 100% guarantee that no huge bug will get discovered at the last minute - although it is unlikely because the patch works well for the Firaxis beta-testers.
That said, thread closed - all the info one would need is in here, and the patch/SDK should indeed be soon.
