    I think it's just silly trying to be too prescriptive about these things. Since the start game defaults to 4000BC why not restrict it to those civs around then - Egypt, China and India? The ancient Britons might have built Stonehenge around that time but since the very definition of civilisation is a culture that builds cities (coming from the same Latin root for civic and civil, to be civilised means literally "to be of the city"), they wouldn't qualify. They subsequently had their arses kicked by the Romans, Anglo-Saxons and Vikings and never really left much of a mark on history.

    Stepping back from the silliness a bit, I'd prefer the Phoenicians to the Carthaginians since Carthage itself was a Phoenician colony. The Carthaginians of course went on to found many colonies in Iberia, hence the question mark over whether the "Spanish" would qualify under the 2,000 year "rule".

    I think the key criteria for adding any civilisation to the game is whether or not they'd add something distinctive. In this light the Byzantines, although fundamentally a Greek culture, would qualify. Their Golden Age was in our Middle ages and their unique units, like the cataphract, are quite different to the phalangite. Other historically interesting civilisations would include the Vikings (unique units the beserker and the longship), and the Ottomans (unique unit the janissary).

        Of course it's interesting to speculate. It also gets one's post count up.

        I think in general they do. The more interesting and distinctive the civs then presumably the more interesting the game and the more copies of it they'll sell. I would add though that they could increase both factors by increasing the number of unique units for each civ as well as by adding more, interesting civs.

        Of course, what is interesting can be somewhat subjective. Ensemble Studios made the Koreans ridiculously powerful in Age of Empires/Kings because of the large tournament market in South Korea, not because it was historically accurate.

                              You don't have to be. You can "hijack" an existing civ. If you can do graphics you get better results, but the lack of new ones does not make a new civ not functional.
